Česká pošta is in the third phase of its systemic transformation. In 2023, it planned a loss of CZK 3.5 billion and, given its cost structure, was on the verge of insolvency. The goal of the entire transformation process was and is to preserve the existence of Česká pošta. The first phase involved the economic stabilization of the company, which made it possible to begin the strategic transformation itself. This was followed by the physical, legal, and accounting separation of commercial parcel services, which were merged into Balíkovna, from the Czech Post, which provides services of public interest. This demanding internal process is not visible at first glance, but that makes it all the more important. The state-owned enterprise is now in the third phase, in which the new role and function of the Post Office in society is being defined and services are being introduced that are of interest to the state, local governments, and citizens because only the Czech Post Office is able to provide them throughout the Czech Republic. Here, on the contrary, everyone will see the specific changes.
The management of the state-owned enterprise presented these developments at Česká pošta in recent years at two conferences in June, #PoštaSpojuje (#PostConnects), to representatives of local governments and its middle management.
At a conference held on Thursday, June 5, attended by 180 mayors, representatives of the Czech Post presented opportunities that cannot be missed. With its branch and contact network, the Post is ready to participate in the development of municipalities by providing the required services. "We are ready to test services that will be in demand from the state, municipalities, and citizens," says Miroslav Štěpán, CEO of Česká pošta.
Minister of the Interior Vít Rakušan assured mayors and other representatives of cities and municipalities that even after its transformation, the Czech Post will remain the main intermediary in communication between citizens and state authorities, local governments, and private companies.
"The Czech Post has an irreplaceable place, especially in rural areas and smaller municipalities. From an urban perspective, the presence of a state-owned enterprise may not make perfect sense, but in Czech villages, the post office is often the only option for sending money, letters, dealing with selected matters at the Labor Office, or picking up a package. The Czech Post is becoming a point of contact for citizens of small municipalities and local governments," said Interior Minister Vít Rakušan.
Generální ředitel České pošty Miroslav Štěpán uvedl konkrétní příklad, kde Česká pošta obcím chybí. „Nepožadujeme další peníze od státu, nepotřebujeme, aby nás platil daňový poplatník. Podle rigidní legislativy musíme stále udržovat naše dvě páteřní sítě, pobočkovou a kontaktní, na hmotu, které je ovšem z pohledu tradičních poštovních služeb klesající a nahrazuje ji její digitální alternativa. Zadání státu se léta nemění, přestože dopisy a peněžní poukázky ubývají. Hledáme další možnosti, jak využít naše sítě, které mají dostatek volných kapacit, aby stát a občané nemuseli do Pošty dávat peníze navíc. Příkladem může být výběr místních poplatků. Při návštěvě jednoho menšího města jsem na úřadě prošel kolem dvou kanceláří, kde se různé poplatky vybíraly. A to je právě ta činnost, kterou pro obce může vykonávat Česká pošta. Umíme plno věcí a je na samosprávách, zda budou chtít naše možnosti a služby využít. Jsme jejich přirozeným partnerem a jsme připraveni naší prací zvyšovat životní standard obcí, a tedy i občanů. Možnosti máme, je jen na státu a samosprávách, zda budou chtít náš potenciál využít,“ uvedl generální ředitel České pošty Miroslav Štěpán.
In a panel discussion, representatives of the Post presented all successful projects with local government. Employment Office. Post Partner. Delivery of parcels from other carriers. And also the aforementioned collection of local fees.
These and other examples showed that the Czech Post and local governments are natural partners in the regions, which was confirmed during the conference by the signing of memoranda of mutual understanding and cooperation between the Czech Post, the Ministry of the Interior, the Union of Towns and Municipalities of the Czech Republic, the Association of Local Authorities, and the Association of Voluntary Associations of Municipalities of the Czech Republic.

On Thursday, June 26, the management of Česká pošta and Balíkovna presented their business and strategic plans for the future to 400 representatives of middle management from both entities. The presentations included a description of the financial security of operations for the coming period. The figures clearly show that Česká pošta and Balíkovna are economically stable companies. The idea that Česká pošta will make billions in profits this year is false.
Minister of the Interior Vít Rakušan sent a video greeting to the postal workers.
Česká pošta CEO Miroslav Štěpán assured everyone present that the management of the state-owned company is conducting expert debates on the future of the company on various platforms, such as both chambers of parliament, associations representing cities and municipalities, and other groups involved in postal activities.
"Providing conservative postal services today in the context of digitization and rigid legislation is not easy at all. The fact that postal operations function without systemic problems makes it easier for us to defend our actions before legislators. We have our own data, politicians have their own experience with the Post, and thanks to this, we can engage in serious, factual, and constructive debate with them. Thanks to all the postal workers for that," said Miroslav Štěpán, CEO of Česká pošta, at the #PoštaSpojuje conference.
The unbiased transfer of information to operational employees is one of the fundamental pillars of the corporate culture of both Česká pošta and Balíkovna.
