Electronic and analog submissions

In accordance with Decree No. 259/2012 Coll. on the details of file service pursuant to Section 2, paragraphs 2 and 3, Česká pošta, s.p. has set up an electronic address for its central registry office, e-podatelna@cpost.cz, for receiving submissions. For example, submissions relating to suggestions, complaints, disclosure of information in connection with Act No. 106/1999 Coll., on free access to information, as well as submissions in connection with Act No. 110/2019 Coll., the Personal Data Processing Act, or the legal obligations of Česká pošta, s.p.

Requirements for electronic submission:

• A request for information pursuant to Act No. 106/1999 Coll., on free access to information, i.e. a written request for information pursuant to this Act, does not have to be signed with a guaranteed electronic signature.
• Submissions pursuant to Act No. 500/2004 Coll., Administrative Procedure Code, as amended, must be signed with a guaranteed electronic signature.
• Complaints, notifications, and suggestions do not need to be signed with a certified electronic signature. However, the sender's contact information must be provided, otherwise the submission will be considered anonymous.
• The total size of the incoming message must not exceed 10 MB.
• Messages sent to the electronic mailroom of Česká pošta, s.p. may contain attachments in the formats listed above (Accepted formats for electronic data messages).

Confirming received messages:

If Česká pošta, s.p. receives an electronic submission at the electronic address of the registry, it shall notify the sender thereof by e-mail sent to the address specified in the submission. The message shall be signed with a recognized electronic signature of the registry of ČP, s.p. The message shall also contain:

• Short text about delivery
• Date
• Subject of the submission
• Unique identifier under which the submission was received

When an electronic submission is received, the recognized electronic signature or electronic guaranteed seal with a certificate is checked at the same time.

Procedure for incorrect message format.

The electronic mailroom checks whether all the requirements necessary for processing have been met, e.g., legibility of the message, check for the presence of malicious code, recognized electronic signature, etc. Messages in which malicious code has been detected are not processed further. If the sender's email address can be determined from the received message, a notification of the detection of malicious software is sent to that address.

After performing the check, the electronic mailroom sends an email message to the sender's address containing information about the receipt of the submission for further processing. The message confirming receipt of the submission for further processing always includes the recognized electronic signature of the e-mailroom and the date and time when the submission was delivered.
