What is the goal of the transformation of ČP?
The aim of the transformation of Czech Post is
- long-term stabilization of its operations
- division of the state-owned enterprise into Czech Post, which will continue to operate public services with financial support from the state, and Balíkovna, which will take over the logistics of sorting, transporting, and delivering parcels
- strengthening the role of the independent Czechia as a point of contact between citizens and the state
Today, Czech Post has the most extensive distribution network in the Czech Republic, reaching all cities and regions, and its open infrastructure will be available to all state, public, and commercial entities interested in using it within the rules of competition and for the benefit of all Czech citizens.
What will the transformation bring to citizens and regular customers of ČP?
The role of Czech Post as a point of contact for citizens will be strengthened. In addition to its current services, the branch network will provide not only basic postal services, but also selected public administration services. Particularly in the case of public services, some of Czech Post new activities should also be provided by a network of postal delivery staff in the field. As part of its open infrastructure, the Post will offer the use of its extensive branch network to other commercial partners. It will also continue to develop the Pošta partner and Mobilní pošta projects.
The main priorities therefore include improving the quality of services provided, digitization, improving customer experience and comfort, and expanding the range of services provided.
Why is the transformation of ČP necessary?
The priority of Czech Post is always to fulfill its main role as an operator and provider of public services in the best possible way. As the needs of citizens and the state evolve and change, we must respond accordingly. Our ambition is always to provide a wide range of modern, high-quality services and ensure the best possible customer experience. That is why, in the future, Czech Post will provide some services that are currently provided to citizens by public administration contact points (town halls, local authorities, etc.).
Another main reason for the transformation is the long-term failure to resolve the financial aspects associated with the provision of the so-called universal service under the postal license and the long-term stagnation of the underinvested Czech Post. This ultimately caused the Czech Post to run into financial problems that it was no longer able to resolve on its own in the long term.
Furthermore, there is the complex organizational structure of the postal service, which currently provides public and commercial services under one roof. The situation can be resolved by transforming the postal service in accordance with the transformation law, which will see commercial logistics services spun off into a separate state-owned joint-stock company.
The final major reason is the outdated legislative framework, which addresses the "protection" of postal services but does not reflect the evolving needs of the state, changing habits of citizens, and current market needs. A change to this framework is also necessary.
